It is usually the foam, not just the cover, when you see:

Can you just replace the foam and keep my covers?+
If the covers are still in good shape we can reuse them, but most flattened seats also have cracked or faded vinyl, so it is often best to do both at once.
Why does my cart seat smell musty?+
Usually water has gotten into the foam through cracked vinyl and it never fully dries. Replacing the foam and covers removes the source of the smell.
How firm will the new seat be?+
We build it back to a comfortable, supportive firmness with fresh foam, so it feels like a new seat, not a bottomed-out one.
